Reforms, Organizational Change and Performance in Higher Education
This open access book investigates the effects of changes in leadership and managerial structures of Nordic universities resulting from reforms in the last decade. It builds on a rich, comparative dataset across a multiplicity of system-wide (macro) and organisational (meso and micro) dimensions, namely: reform or policy initiatives; drivers, aims, instruments and actors; structural changes within universities; strategic and performance management; the rise of accountability regimes; incentive and evaluative systems; and perceived changes/effects by the key actors involved, at various levels. The volume provides critical insights to the larger phenomenon of change and adaptation within the public sector. Its findings and implications are of relevance to social science researchers, policy makers, managers/administrators, and external stakeholders. Hanne Foss Hansen is Professor in Public Organisation and Administration at the Department of Political Science, University of Copenhagen, Denmark. Lars Geschwind is Associate Professor in Engineering Education Policy and Management at the Department of Learning, KTH Royal Institute of Technology, Stockholm, Sweden. Lars Geschwind is Professor in Engineering Education Policy and Management and coordinator of the research group HEOS (Higher Education Organization Studies). His main research interests are higher education policy, institutional governance, academic leadership and management and academic work. He is currently involved in a number of projects focusing on change processes in higher education institutions, including e.g. governance and steering, quality assurance, academic careers and partnership with industry. Most studies include a comparative component and a historical perspective. Lars has professional experience from working on higher education and research from government agencies, private institute and international consultancy. He has held teaching and research positions at three different Swedish universities before joining KTH and is currently affiliated with Tampere University as docent in Higher Education Policy and Management . Lars holds a PhD degree in History, Master of Arts and a Teacher Training Certificate (upper secondary school), all from Uppsala University.

Rómulo Pinheiro is Professor of Public Policy and Administration, Deputy Head of Department and Co-head for the research group on Public Governance and Leadership (GOLEP). He is also academic coordinator for the NORDIG joint master program, and member of the Centers for Digital Transformation (CeDiT) and for Advanced Studies in Regional Innovation Strategies (RIS) based at UiA. Rómulo’s research interests are located at the intersection of public policy and administration, organisational studies, economic geography, innovation and higher education studies.

Her main interests are public organisation and manage- ment, public sector reform, evaluation, evidence-based policy and prac- tice, and higher education and research policy. Her recent publications include articles in American Journal of Evaluation, Evaluation, European Journal of Higher Education, Science and Public Policy and Scandinavian Journal of Public Administration as well as contributions to edited vol- umes published at Sage, Springer, Edward Elgar, Palgrave and Routledge.

Faculty of Social Sciences University of Lapland Rovaniemi, Finland. Kirsi Pulkkinen is a researcher at the Faculty of Social Sciences at the University of Lapland, Finland. She is finalising her doctoral thesis on the interaction between researchers and their societal counterparts, in particu- lar the policy community. Kirsi is involved in a number of international projects studying the impact, public engagement and performance of research communities, and she is part of a consortium evaluating the research institutes and funding reform of Finland. Her research interests include the societal impact of research and the dynamics of knowledge production and utilisation between the scientific communities and their societal partners. Kirsi is particularly interested in the intricacies of the science-policy-practitioner interface and knowledge advocacy of universi- ties. She has previously worked in managerial positions as an expert and advisor on higher education cooperation and civil society collaboration at the Ministry for Foreign Affairs of Finland, as well as advisor on co-cre- ative methods and competitive research funding at the University of Helsinki. In addition to her scientific work, Kirsi works as a co-creation consultant and trains scientists on the methods of stakeholder engagement and collaboration.
